The Cyprus Land Development Organization (KOAG) will construct the multi-apartment residential complexes. By 2030, KOAG plans to build over 600 housing units for low-income individuals, students, and young families.
Initially, the authorities planned to fund the organization from foreign millionaires obtaining Cypriot citizenship in exchange for investments. However, the "golden" passport program was terminated on November 1, 2020.
Shortly afterward, rising construction material prices in Cyprus delayed the start of the program. Its implementation began after the Ministry of the Interior intervened, allocating 16 million euros for the first phase. Construction of the first residential complex, designed for 36 apartments, will start in September 2024. The housing is expected to be ready for occupancy in approximately one and a half years.
By 2030, Limassol's municipal authorities intend to build 19 social housing complexes in the Agios Nikolaos and Agios Ioannis areas. The new apartments will be rented out, but over time, they can be purchased. Residents will pay approximately 30% below the market rate for rent.
The market rent for a two-bedroom apartment (85 sq. m) in Limassol (Ypsonas) is 1,100 euros. Under the affordable housing program, rent will be 700 euros.
Who can participate in the program? Low-income families, students, and young married couples (at least one spouse must be aged 20 to 35). The main selection criterion is the income of the applicants.
How are points calculated for determining applicants? Divide the maximum family income limit by the actual income.
1) Family with two children and an actual family income of 30,000 euros per year. Points — 33,600 : 30,000 = 1.12.
2) Family with four children and an actual family income of 35,000 euros per year. Points — 44,800 : 35,000 = 1.28.
The more points, the higher the chances of receiving an apartment under the social housing program.
